I think your current setup is as about as good as it could be. You might use Aglarang (enchanted) and the RoDam instead of DEX for a little while until you find the speed ring. That will give 6 blows(I think) and will give better speed.

What you *need* is Nenya (for ESP stats, and damage), but it is native to dl 80. A better amulet would help a lot--Trickery, Weaponmastery, Elessar, or Necklace of Dwarves+Rohirrim. (Evenstar is almost worthless.)

A ring of damage becomes better for you than a ring of speed, when your hasted. The amount of power you get for how much speed you have is not linear. The amount of power for how much +to dam you have, however, is. This can be seen if you look at the angband spoilers pages. +35 speed hasted is where you start to get practically nothing for more speed.
