I believe the original point was to stop the anticlimax of finding a 'thanc at DL98, and it's use for regular and ego-items especially was part of balancing drops and fixing the too-much-junk problem.
Agreed it doesn't make a lot of sense for randarts.One for the Dark Lord on his dark throne

The anticlimax argument is invalid unless you prevent _all_ lower quality daggers (items) from dropping, not just artifacts. And making such judgements on behalf of the player is over reaching. Who knows, maybe the +2 con bonus from a dagger of Westernesse is just what this ironman character needs to be ready for Morgoth ?
I actually remember an ironman warrior of mine who used a crappy randart digger for the con bonus and killed Morgoth with a launcher.Comment

I thought my dwarf paladin was doing really well with these items sub-DL9:
a) a Main Gauche (Defender) (1d5) (+7,+15) [+6] <+3>
Found lying on the floor at 150 feet (level 3)
+3 stealth.
Provides resistance to Acid, Lightning, Fire, Cold.
Cannot be harmed by Acid.
Sustains dexterity.
Feather Falling. Speeds regeneration. Grants the ability to see
invisible things. Prevents paralysis.
Combat info:
3.4 blows/round.
With +0 STR and +6 DEX you would get 3.8 blows
Average damage/round: 88.4.
h) a Cloak of Stealth [1,+7] <+3>
Found lying on the floor of a special room at 250 feet (level 5)
+3 stealth.
r) a Wand of Drain Life (4 charges)
b) a Dagger of *Slay Undead* (1d4) (+3,+5) <+2>
Dropped by a small kobold at 50 feet (level 1)
+2 wisdom.
Slays undead (powerfully).
Grants telepathy.
