Best boots; way better than the +10speed/+10 other stat type. Do take a look at what they are based on when youre done with that character.

I made a copy of the save file and tried to do a spoiler dump so I could find out. Unfortunately I get:

Yeah, sorry about that - several things involving fake objects are a bit dodgy in current master. As I said elsewhere, there are fixes in the run-based ID branch, which I should be getting out for testing soon.

              Best cloak?

On finding a cloak instead of Razorback you might wish you were on standarts. But as randart cloaks go, this one is actually quite nice.

              the Elven Cloak 'Arodorost' <+4>
              --------------------------------
A mantle made of curious silken material by the Galadrim that wondrously takes
on the hues and shapes of its surroundings.

              +4 strength.
              +4 wisdom.
              +4 constitution.
              +4 stealth.
              +4 speed.
Provides resistance to acid, lightning, fire, frost, chaos.
              Provides protection from fear.
Cannot be harmed by acid, fire.
              Slows your metabolism.

When activated, it inscribes a glyph of warding beneath you, which monsters
              cannot move onto.
Takes 164 to 240 turns to recharge.
Your chance of success is 71.1%

Min Level 67, Max Level 127, Generation chance 6, Power 446, 0.4 lbs
              Based on Razorback.

You might wish you got Razorback inste, but you wouldn't get it. Because so many of the highest power artifacts are assigned to rare base items, they are by and large far more common when rerolled as random artifacts. In this case, cloaks are vastly more common than higher DSM.

Not so sure about that; tho opposite effect can also happen, for example a high powered artifact getting rolled to a low base item which is unlikely to get created at low depth. I dont know whats rarer on lvl 98, mhdsm or leather armor.

Also, are you sure that it works that way ? If the game created a base item and assigned a chance for arrtifact based on said item, it should be very easy to find bladeturner if it happened to be based on, say, a full plate mail. From my experience, bladeturner is always hard to find, regardless of the base item it gets transformed into.
From very dim memories, a found pdsm in a standart game has about 1/3 chance to be bladeturner. I am fairly sure that finding a full plate mail wont give you bladeturner with that chance, when thats what its based on and there is no other full plate artifact.

Like Estie said, I'm pretty sure the game takes into account the compounded rarity of the artifact -- the rarity of the base item, combined with the rarity of the artifact on top of that. So distributions should roughly match that of the standarts.

The randart generator must've been trying to make an armor equivalent of the Glaive of Pain. Too bad it used Elvagil to determine the power level.
