Rod of speed fail rate is not particularly important. Most of the time you want to buff up before the fight begins, and even half a dozen extra turns doing it doesn't matter.

DL 8 : Rod of Healing - 1000 turn recharge and 29% success. Useless. Playing paladin so no point keeping for late game either

DL 19 : Rod of Speed - Still bad success rate but this one I'll keep

Not very useful at all. I actually squelched it, being a HT warrior. If I had been HE warrior, I would have stored it for the endgame but HT magic device is abysmal.

Not actually very useful at that level. Hard to activate, and you can't absorb that many HP anyway. But it can be very useful later to be sure.

Except early @s strong enough to wield it are too stupid to figure out how to work the activation

    Lead-Filled Mace of Extra Attacks (4d3) (+7,+7)<+2>

About 50 points a round - useful - but not what I was hoping for....

after wielding it for a while - it's useful and didn't unbalance the game - I was surprised.

    5-9 on level 24. These 2 items:
Pair of Leather Sandals 'Rithor' [1, +19] <+4>:
Found lying on the floor at 1200 feet (level 24)

    +4 constitution
    Provides resistance to Dark
    Feather Falling.

    Ring of Speed <+7>

    And a bonus:
    Amulet of Carverin <+3>
Dropped by Khim, Son of Mim, at 1200 feet (level 24)

    +3 speed
    Grants telepathy

    And extra bonus:
    Cutlass of Huden (1d8) (+8, +20):
Dropped by uruk at 1200 feet (level 24)

    Slays undead, demons, giants.
    Branded with weak cold.
    Provided resistance to Acid, Lightning.
    Provided protection from stunning.

When activated, it grants you protection from evil for 1d25 plus 3 times your character level turns.
Takes 98 to 108 turns to recharge at your current speed.
Your chance of success is 96.2%

My HE bg with who had previously found only a robe of rLightning found a potion of experience on a 3-9 zooming from level 15 to level 29.
That level 20 barrier is a tipping point for the BG because of the extra attack with whirlwind.
Of course, that's usually associated with a better weapon than a bastard sword 3d4 (+5, +1)
