So compare a spear 1d6 with 2d6 elec bonus to a rapier 1d6 with bonus of about 5 [being 1/3 of about 15 when you enchant it up]. That will change if you find a ring of damage.

They are pretty close, and the spear has 2 upsides. You are more likely to get the 4th blow with the spear before a 5th with the rapier, and it gives you rElec. The rapier is better if you get a ring of damage or for killing elec hounds.
