It varies from game to game - particularly given each randart has an independent chance of being powerful. There are not many cases when a randart is better than an existing standart for that slot. For example, though the shield currently in the dump is very nice, I've now found The Shield of the Swan, which is an automatic swap because of the sustains. The main exception is Jewelry as the standard power rings do not exist. This is only the second time I have found a really good amulet. I have only ever found one weapon I would wield over Ringil or Aule and that was my 1d21 Storm Hammer.

Each game I'm pretty much looking for a few vital, yet fairly common arts:

Shield of the Swan for sustains

So my endgame kit usually contains Himring or Dal-i-thalion (unless I get lucky with a good Elvenkind armour), Dor Lomin and Swan. I may also keep an eye out for the Necklace of the Dwarves if my stats are weak.

In general I don't think the randarts are too powerful, though I think the rings may need a bit of tuning. The AC bonus seems a bit high - my current one is [+24] for example. Also there are not enough sustains on either standarts or randarts. Making the sustains more likely would ease the reliance on the Swan shield. My other pet peeve is the lack of speed bonuses - however if Morgoth is about to slow down that need may change.

@Nick - sustains sound good for power rings (mirroring the Elven rings in V), however I do think they need to be slightly more common on other rand/standarts too if poss (unless it is just me who ensures that sustains are covered before taking on Morgoth?).

Despite him not summoning it was the best fight I've ever had against him. I think it was during one of his double moves, that he screamed DIE at me and dropped me to 7HP... yes SEVEN HP (I was so glad I'd kept Tulkas over my power ring!). My 5 ?RoPs didn't last long at all, so I decided to change tack and to stun Morgoth with the Staff of Winds... only to discover that not only had he drained all of its charges, he'd also drained all the charges from both of my _BanishEvils! Any summoning and I would be in big trouble! I shadow warped across the level, recharged my staves and headed directly back towards him (couldn't afford to waste any turns!). He met me halfway (of course) and we traded blows as the ceiling fell in on us. With his SP depleted by mana burn I knew the victory would be mine and sure enough he fell at 248622 turns.
