Steamband has some issues still (most of which will apparently be resolved in 0.4.1), but, IMO, the weakest part of the game is the end-game stage of character development. Most character classes can combine skills and abilities in such a way that they can blow Moreau and Fu Manchu away.

Adventurers can use shotguns, high level melee is nasty, and martial arts is probably the most powerful with its stunning ability. The character class that has the most trouble, oddly enough, is the much maligned Naturalist. Sure, they're unbalanced terrors for most of the game, but their attacks are all elemental that Fu Manchu has good resists against. If you're a ghost, you can just hide in a wall (which is REALLY cheesy), but otherwise Fu will teleport to you, so hitting him while out of LoS doesn't work very well.
