Aule, one of the Theme gods has spells of both enchant weapon and enchant armour. His piety increases over time, as long as you are wielding an axe (or hammer I think).
That means any armour (at least randart, not trueart) can be enchanted as much as you like, with the only restraint being time spent gaining piety.
Try it out if you don't believe me.

That's why I likened the win to an alchemist, and while it may be extremely unbalanced, it's NOT cheating.
