So far necromancer has played like a pure summoner with some devices. The touch spells quickly become too much hassle for their worth, you can't macro them and you have to give up at least two equipment slots, the damage on them seems pretty meager for that.

Early on it's easy enough to become a walking plague of rats and the summons carry you for a while, but drop off once you get to DL40, after which they aren't going to improve for a while. Considering you get 1/5 XP for summon kills I've got something like a 500% xp penalty here, eugh. Note how my kill count at CL32 is 613, I'd say a fair amount of that is the past couple of levels too, which I've gotten using devices in the dragon's lair.

Now I have access to summon dreads things should pick up again, even though the SP cost seems quite high (47 at unskilled).

Turns out uniques that hit to steal are essentially impossible to kill with summons, I failed to kill Caine as an Angband quest. I don't reforge so I don't care about that but I did waste a restore mana and another one got destroyed so bleh.

You should have used the Hand of Vecna since it doubles the damage of your touch attacks as well as granting economical mana. A vampiric touch for 400 dam or a rending touch for 520 are hardly meager attacks! Remember, you never miss so this is like a melee character for 800 dam which is rather high end (And the vamp attack heals you, too!). Also deadly touch actually works fairly often, even on monsters like GWoP (though it only works on living, non-unique monsters, of course).

Touch attacks can be macro'd quite easily. Simply turn on use_last_target and macro something like \e*tmaa (for cold touch). Samurai, Mystics, Maulers and Weaponmasters all have similar "attack spell" ergonomic issues, so the Necromancer is hardly alone in this regard.

Anyway, this still is much farther than I've played a Necro. I'm impressed that devices and summoning can carry you so far!
