I'm currently LVL 17 and have had a notification for a couple of levels that I should be able to study a new spell. I bought the Holy Book of Prayers [Cleansing Power] but it doesn't let me read it. Is there another book that I am supposed to find by chance?

In general, yes, you're going to need to find your other books in the dungeon. You'll need to dive to find them, though, or get very lucky. (I know with my semi-caster @'s, it feels like it's forever before I find one...)
If you 'l'ook at a book in a shop before you buy it, or 'i'nventory a book on the floor ("-"), it should tell you if you can read it. "You can read this book."
Players more experienced with 4.2.x Paladins can tell you the names of the books you'll be looking for.Comment

"Healing and sanctuary" is native to DL 30, and is of very limited use til late in the game, unless your character is weak enough that Prot. from evil is helpful. (A reasonably strong character can just mow down monsters of the character's level.) Late in the game (CL 37+) this book is powerful, with two excellent spells and one that's useful.
"Battle Blessings" is native to DL 40, and it is a game changer, with 3 utterly lethal spells, and two lagniappes.

Yes, priests use the divine books as well. Currently in Angband there are four spell realms (divine, arcane, nature, shadow) and each has one full caster (uses all 5 books) and one half caster (uses two or three books).One for the Dark Lord on his dark throne
