Indeed, that's my experience of early game changing artifacts found early.
Yesterday I got instadeathed by a poison breath from a winged horror after thinking my dwarven priest was immortal after finding a chaos dragon scale mail on DL10ish. I had everything except rShards and rPoison by that point. Mother nature Angband will seek out your weakness still.

Such things help A LOT but you still need a lot of other things later on.

This weekend I had a mage on DL30 or so who found Kelek's.

He was happy.

RNG's taking the piss, DL2, Good Treasures, Nimthanc on the floor, Pike is now CL5 doing 122 cold damage per round. And a set of gloves of slaying which aren't as good as Cammthrim. This isn't going to last long.

I dont care, I find those and all non-artifact boots get squelched. Playing without FA is much easier than playing without speed +25. There are a few situations you have to avoid when lacking FA; there are hundreds of situations you have to avoid when lacking speed.

On a side-note: not that I ever intend to get paralyzed, but if it happens, is the duration based on game time or character time ?

While we're at it, I once found a dark elf holding a Power DSM at 1000 feet.

Want to talk about game-breaking, that's it right there - every resist I could ever want, and a massive AC boost.

Having a pair of boots like that, you might as well wear a ring of FA, or even a goddamned amulet of inertia if you have to. Or if you don't have one of those, scum the early levels until you find one. Keeping the boots of free action on for even a single extra turn is not an option.

The character had a (dwarven) shield equipped anyway

Not surprising. Enough high egos and artifacts carry free action that most characters have a backup source besides the traditional glove and boot locations. It just really amuses me to consider a midgame character actually using an amulet of inertia after finding a big enough artifact speed boot that the speed penalty doesn't matter.

I did the final two battles of a game this morning (won with a half-orc thief). Was surprised to notice that DL99 with Sauron only had a 7 difficulty.
