I've volunteered to be release manage for 3.4, and hopefully I'm actually capable of this. I'm sure that in getting 3.4 out the door, everyone on the dev-team will contribute some. As for what will happen for 3.5, no one knows yet. the v4 combat system is probably too buggy to make it into 3.5, the balancing process is as hard as we expected. On the other hand, something like trap changes are a very good candidate.Comment

Er, not remembering what all was being discussed in this thread (and not really feeling like rereading it to get context), it really depends on what you mean by "skill system". But if you're thinking of one of
1) the player receives points on level up that he invests into various abilities, or
2) there are special techniques that the player can learn over the course of the game
those are both rather significant changes to the gameplay, and to the extent that Vanilla is intended to be the most conservative version of Angband out there, they'd need to be extensively tested before going in. And it's not clear that there's even consensus that such things would be wanted -- what problem in the existing gameplay would they solve.
Also, SAngband is all about option #1, and I believe FA and Un include option #2 (and Sil, though it's not clear you can consider Sil to be an Angband variant, given how vastly different it apparently is...).Comment
