It is relatively simple to do. NPP does it, or at least did it at one point. You just have the townspeople target a store door and walk towards it. When they hit the store door, they are erased (simulating them entering the store). Then you have a strong majority of townpeople spawn on store doors, simulating them leaving the store.
Functional purpose of town map?

Don't underestimate the "risky for CL1 noobs" factor. I loved the fact that I quickly learned that, as compared to more modern games, EVEN TOWNS aren't safe in Angband. It's a good tone-setter for the later strategies of running more than fighting, and so on. And it's part of what got me hooked originally.Comment

For some reason I can't bring myself to take the request in this thread seriously...
"I have restarted games simply because of the initial town layout, if the stairs are too far away from some of the shops (8home, 7BM, 5pots)"
Do you also call the supermarket and have them bring the food and stuff to your house?
For me, the village represent much needed flavor and I don't mind the 10 seconds it takes me to make my character run around to find the various shops at all, infact I velcome it.http://www.rpgartkits.com/

I like running around town beating up drunks and aimless merchants for money and then killing all the filthy street urchins, and slaughtering the blubbering idiot for drooling on me.Comment

Basically, functional purpose of anything in this game is to give player some difficulty to overcome, town map is not an exception.Comment
