Amazing things have happened since the end of the Third Age and the dawn of the Information Age. You look at the monster description:
A Master of Trickery...
Looking like any filthy street urchin, he can appeal for aid for Nigerian exiles, hawk potions of dubious rejuvenation, strip treasure off gold coin dispensers and use your account to shop for special items. He moves mind-bogglingly quickly (speed +200) and touches to steal gold from all adventurers in Middle Earth at once. He has a low chance of success but brings his victims untold financial woe.

I just checked the code. Are you absolutely sure that he didn't get in a lucky steal, earlier in your visit to town? There's just no way that an urchin can drop gold (or anything else) unless he stole it from you.Comment

I think it used to be just based on Dex, which is why that goes 0-100. Anyway you had a 73% chance to block him so you had bad but not terrible luck.Comment
