It's currently 1:1, so there will always be the same number of randarts. This could change in future.
On your first question, it wouldn't be hard to implement, especially at the moment with a fixed number of artifacts. There was a previous suggestion about capturing "artifact memory" and carrying it across games like monster memory - that would obviously only apply to standarts, but both could be done at the same time. I'm trying to find a ticket for it on the tracker but there doesn't seem to be one open.
