Seems like a good idea to me. Posts like "Would people like feature ___?" and "How much do you hate aggravate?" would still go in the main forums though, I think.

There's a perfectly good angband-dev mailing list for that. I would much prefer that were used over forums.

That tends (appropriately) to be focused on Vanilla, though; in fact, usually on the immediate practicalities of the latest modifications. Currently there is no obvious place to discuss stuff that relates to V and variants, and where input from developers and players is useful - for example (and utterly randomly) .prf file issues.

If you think calling it 'Development' would fragment the dev stuff, then it could be called something more general like, um, 'General'.
