"A colourful hooded cloak" exists in nethack (assuming it still does, I havent touched that for decades now). It is the unidentified description of "a dwarven cloak" or similar. It does primarily nothing unless enchanted in which case it adds to AC. There are of course a gazillion secondary uses, nethack being what it is.
So they did what the OP suggested, in nethack, long ago.
Lets brainstorm! Write any ideas even if you think that they are silly - we could use them later.
I'll start:
Dwarves are knows in ability to make 'magic' things.. So plain dwarven cloaks could have one minor random property on them.. eg it could have IGNORE_X... or it could have SUST_X.. in very rare case STAT +1.. It could be very random item which always could surprize player. So when you find dwarven cloak (plain, not even magical) - you will never know which property you get this time.
Also what about adding some true artifacts cloaks from famous dwarves? Durin, Thrain, Thror, Thorin..
I don't really think the game is missing them but... wouldn't they just be better as artifacts?
For example the 'blue cloak of Kili' could increase searching skill +10 (because Kili was always scouting and finding things in the novel)

I don't think so. In terms of equipment we have alsmost everything. But you are welcome to propose more canonic stuff.
We could think to this in terms of gameplay considerations first. What properties would make sens on a cloak and are difficult to find in the game as it is now?
