Why is gaining spells randomized for priests? If it is about game balance, I don't see how it does so. Please explain this to me, because personally I find it very annoying that I can't choose what spells I can learn when they are available to me.
Because that is how D&D did it when angband (or Moria) was first written.

IIRC, your priest spells/prayers come from your god/goddess, so you pray to them to learn new prayers. It's up to the gods to decide which prayers you get.
Whereas other spells for other classes are learned, so you get to choose.
It is pretty annoying in the early game, but mostly a non-issue outside of that, as you tend to have more spell slots free to learn spells with than there are spells to learn in the books you have. The most critical spell is Orb of Draining, and you can game that by saving up enough unlearned spells (by not using the G command) that you can learn every accessible spell in the third book as soon as Orb unlocks.
Given that it is both annoying and a non-issue if you learn the trick, I wouldn't be opposed to letting priests pick their spells.

Well how about changing it so you can learn whatever level spell you have available, but if your god/goddess doesn't approve your casting fail rate will increase unless you like sacrifice like gold or something to them? But I guess that would make the game too complicated. So hmm....

Bah. There should be a more controlled way to gain spells nowadays in the latest version. I mean like add a penalty for learning spells that your god/goddess doesn't approve of.
