Help a newbie... what am I lacking for Sauron and Morgoth?

375 per shot is still over 1000 damage per player turn. Morgoth doesn't have time for a lot of spells at that rate. Ranger is a really problematic class: underpowered for the first 19 character levels; way overpowered for the last 11.
