Cloaks and armour

A few characters back, I think a Half Troll warrior I was able to wear both a cloak and soft armour at the same time.
Today playing a Elf Mage I can wear one or the other, but not both.

What am I missing here. Can anyone advise me please.

Maybe you are getting mixed up between Cloaks (which go on your back) and Robes (which are soft armour, and go on your body)?
