What do these items actually do? Do they resist all elements?

They give the player resistance to the basic elements - Acid, Electricity, Fire and Cold.

Thanks for the quick reply. Is there a way to check your total resistance to things? (Noob question, I know, I know).

Hitting 'C' then 'h' will show a table of the current resistances and other powers and properties you know about - so from items where you have learned the relevant knowledge.

And you can learn that information either by using Identify on the item, or by observing it in action. For example, if you get hit by a fire attack while using a Shield of Resist Fire, then you'll learn that your shield provides resistance to fire, and this information will be shown on the character grid that Nick mentioned.
