Is it likely to be included in a future version of vanilla?
If this makes it in, I'd like to see support for a maintaining and learning set of random artifacts from game to game. For example generating a set of random artifacts and keeping them consistant through several games, perhaps giving an option when starting a new game 'Generate new set of random artifacts? (y/n)'.

Well, I doubt it... unless you remember previous abilities only once identified. (I can't remember how Ey used to do it.) Even then, after a while, *identify* becomes a junk item, more-or-less.
I seem to remember that the original description that I read of the monster memory was: it is a system whereby the user does not have to a) spend lots of time remembering or taking notes about the abilities of individual monsters or b) excessively consult spoiler files. I would think that the exact same argument could be applied to artifacts: artifact memory would eliminate the need for the user to either take notes about what artifacts do or look at the spoilers.
With the introduction of randarts, *ident* still remains useful, especially for newer characters who haven't learned the regular arts. Perhaps it would take a few character 'lifetimes' to remember all the abilities of a given artifact, much in the same way that it takes several kills to learn all the abilities of monsters (ie. each time a character dies or wins, they randomly 'remember' one more ability about all the artifacts that they had id'ed that game).
