I can think of two reasons.
The first is that that's how the original devs decided to do it, probably thinking flavor-wise that amulets make a good stand-in for holy symbols (WIS) and impressive jewelry (CHA) and nobody ever bothered to change it.
The second is that WIS and CHA are less valuable than STR/DEX/CON so it's no big deal if they occupy a less-competitive slot than the ring slot. Of course this doesn't explain INT any.Comment

'Amulet' does have religious and hence WIS connotations, aye. I guess I'm curious as to why it doesn't divide down bodykeeping/soulkeeping lines, although those rings are of course relatively recent developments.

Mages were supposed to be really hard class with their low HP and low CON until very late, and for that reason INT as ring was nearly only way to get high INT (again, few artifacts and crowns of magi), which made getting required speed much harder: need speed, need CON and need INT, hmmm...need third ring finger.
It was kind of different classes, different choices -thing. Now the game for different classes is way more uniform with so many items giving what you require. Can't say if that is good or bad, because so many other things have changed since early days.Comment
