Well then, the solution is fairly simple. Express the numbers in a way that convey the proper relationship. If stealth 10 is shown as "10", then stealth 13 should be shown as "20" and 16 should be shown as "40". You could improve this scale even further by normalizing it on a scale of 1 to 100, so the lowest possible value for any ability is always shown to the player as "1" and the highest be shown as "100". (not sure if this should be character specific).
Really, when I see "heroic" and "superb" it's a toss up as to which is better, apples and oranges in terms of terms, but even "heroic" and "legendary" (apples and apples) isn't any clearer. As much as I'm in favor of flavor, clarity is king. As with level feelings, I think even a numerical scale of 1 to 10 would be preferable to the wordy counterparts.
