Not yet it isn't - it's been reverted. It will go eventually, but not until something replaces it which maintains or improves balance.
In contrast especially rogue spell selection sucks big time. Ranger has too many, rogue too few. Mage combat would need some weapon that doesn't destroy items, like darkness storm. LoS spell like Dispel Evil, but with different selection, perhaps everything like with staff of power.
Yes. All the mage-realm spell lists need adjusting in quite a big way. MarbleDice halved the mana costs to make spell damage much more competitive, but the spell books are not nearly as well balanced as for priests and paladins. IIRC there's one book which contains only two spells for the half-casters, and they're both rubbish.

This is another thing that can be done by editing edit files, without needing to do any coding. In fact, I think I'm inspired to post a list of stuff people could work on without needing to code.

Personally, I have always thought this belongs more in Ethereal Openings, not that it matters much.

If you're going to carry an item to cover disarming for you, it should be a rod of disarming, which does an entire row of traps in one shot. As for recharging, the priest recharging spell is strictly worse than scrolls of recharging, IIRC. That could probably stand to be changed.

Since we already have single-resist spells for fire, cold, and poison in RoS, could we also get Resist Lightning and Resist Acid? Would be nice for early level mages who may have trouble with the mana cost and/or failure rate of Resistance, when they want to fight blue/black dragons and such. Not to mention there is just something aesthetically wrong with having just three single-resist spells but one comprehensive spell that gives five.

Yes, do this :-) And include some sort of guideline, like pointing in the direction of a thread that discusses what needs to be changed, or just add some of your own insight on what's wrong with the file.

Resistances and Scarabtarices actually used to have one spell for each element and Resistance. I don't think it got Shield back in those days. I did kinda wonder why that was changed. *shrug*

Even with Basic 4+Poison+Resistance+Shield, that is still only seven spells. Raal's has seven and Kelek's has eight, so that can't be too many spells for a single book. Unless there is some reason that we can't have more than a certain number of spells in total, everything still seems reasonable.
