I know takk agrees with you on this, he mentioned it on IRC. Have a look at his graphics-refactor branch on github.com/takkaria/angband. If he hasn't already changed the hex addressing, I'm sure he would welcome a patch to do so.

Visual editing gives color number as hex, pref can use both (hex with 0x prefix, dec without). Could you change that visual editing to show dec instead of hex?
