Since 4.2.1 (mistakenly said 4.2.0 earlier) thrown items which have the THROWING flag get a multiplier to the base damage roll that depends on the item's weight. With a slay or brand present, you get the product of the multipliers. If there was an x2 from THROWING flag and an x3 from a slay, the effective multiplier is x6. For launched ammunition with a slay or brand, the multiplier from the launcher adds to the multiplier from the slay or brand.

I intend to do something about throwing damage before releasing 4.2.7. Suggestions are welcome. The simple approach would be to remove the THROWING flag from sling ammunition.

I don't know what the right fix is but the result makes no sense in the case of slings. No matter how strong a thrower you are, a sling effectively extends the length of your arm, allowing you to apply more force than just your arm can provide. I like having thrown objects like spears of slay dragon be so deadly, it presents a real choice in mid- to late- game inventory management. Use of a sling should never produce less damage than bare arm throwing of the same ammo.....IMO.

p.s. maybe hobbits, if they don't already have a throwing bonus for sling ammo, should be an exception, and they are allowed to keep the higher damage for throwing, maybe using a sling produces more speed, but bare hand allows for pin-point aiming (?).
