Stat trading potion anomaly

Today I was playing version 4.24. Twice today, once with a potion of toughness and once with a potion of brawn, I got a stat gain with no corresponding stat loss anywhere. I have played a million times and this has never happened before. Very odd.

Any stat at 3? That's the one expected case where one would not see a decrease if the stat at 3 was randomly selected.

A way it can happen:
If you have a stat with an internal value slightly above 18 (say 18/08), but a negative bonus (say -2) and a resulting stat value of 16 (in this example).
The 18/08 gets reduced to 18, and the 16 stays at 16.
