I activated Gil-Galad and the light hurt creatures without susceptibility to light. It seems there are two different levels of light attacks.

Is this stronger light attack available anywhere else?

Interesting! It looks like only other place to get strong light damage that affects even non-averse creatures is from pseudo-dragon scale mail, which has an activation for breathe (strong) light or darkness.
