Feelings simply indicate on scale of 1 to 10 how "interesting" a level is, with 1 being the most interesting. Technically 1 isn't necessarily more "interesting" than 2, it just means certain conditions were met (an artifact or a nest/pit/vault), and feeling 1 is only available when playing without preserve mode.

1 You feel there is something special here...
2 You have a superb feeling about this level.
3 You have an excellent feeling...
4 You have a very good feeling...
5 You have a good feeling...
6 You feel a little lucky.
7 You are unsure about this place.
8 This place seems reasonably safe.
9 This seems a quiet, peaceful place.
    10 This place looks uninteresting.

If you didn't spend enough time on the previous level before arriving on the level in question, you won't know what the feeling is and will instead get "Looks like any other level."

Things which the game may consider intersting are nests, pits, vaults, out-of-depth monsters and uniques, dragonscale armor, rings of speed, certain high level amulets (magi, devotion, etc), out-of-depth objects, ego items, artifacts, and probably some other stuff I don't know about.

I've gotten into the (good or bad) habit of looking around the level when he feeling is good or better, and just hitting the stairs if the feeling is worse.
I miss autoscum... but not that much.

So if you get "Looks like any other level", the level still could be any of those feelings but you just don't know it? Or does it automatically generate a boring level?

The level wouldn't change or be generated differently in any way. There could be a 9x9 room on that level with Ringil, Bladeturner, The One Ring, Cubragol, Boots of Feanor, and a Ring of Speed +20 in it, guarded by only a large kobold, and you just wouldn't know it.

It could be any type of level. I think non-preserve mode will still tell you its a special level if theres an artifact, but thats it.
