What are the rules for mouse-click-to-move?

Sometimes the mouse-click-to-move works great, sometimes it just "beeps" and doesn't move the character. What are the conditions under which it works? It would be nice to have mouse-click-move disturb settings like "ignore objects".

The beep should mean that the pathfinding algorithm failed to find a path to where you clicked.
