For at least as long as I've been around the community, Angband has had a presence on IRC. Of recent times (at least the last ten years) the main ones have been on irc.freenode.net - the #angband channel for (very) general discussion, and the #angband-dev channel which was heavily used under takkaria's maintainership but has become kind of empty under mine.
Recently there has been an upheaval at freenode (google it for info), and a lot of people who were using it have moved to the recently started up libera.chat. After a little discussion, the people who hang out in #angband and #angband-dev decided (maybe that's a strong word) to move to libera.chat also.
This has now happened. If you are looking for IRC channels, now you know where to look.
