Is this what I think it is? Would someone better than I at reading PosChengband shorthand tell me if this is, in fact, a Light Crossbow with 5 shots/turn? Sniper gloves also give stealth so you can see the benefit of this approach. +3 sniper gloves would give +1.50 shots and +3 stealth. Limiting the pval in this case (probably to just +1 in the old system) would make the stealth bonus negligible.
