Using the seed alone and not the full randart file will only give the same result as long as the randart generation algorithm hasn't changed. You likely already know how to reuse the full randart file, but in case you don't: copy the randart.txt or randart_.txt file to artifact.txt in Angband's user directory; then create a new character but don't turn on the randart birth option; that character will use artifact set you put in artifact.txt; you'll have to keep that artifact.txt in place until your done with that character.
