You don't need materials for forging 99% of things. You just need to find a forge, have enough smithing skill and the right abilities to make what you want.

You can press 0 anytime to play with the smithing menu in "testing" mode.

If you want to make mithril stuff you either need to find pieces of mithril, or mithril equipment that you can melt down.
