I just had a look at the code, and no they don't depend on dungeon level of opening. An effective dungeon level for the chest is determined at the time of its creation.

The object creation level is the level you find the chest at +2 if fine and +2 if special. Small chests give 2-3 items, Large chests give 4. There is also a significant chance that the items are guaranteed good or guaranteed great, which increases for higher level chests, and for more valuable material ones (steel/jewelled).
