Asymptotically the shortsword gets a d17 for hitting by 5, for an average of 3.6 damage sides per increase by 1 in melee. The dagger gets a d14 for hitting by 4.4, for an average 3.41 damage sides per marginal point in melee. So ignoring the ability to put points of Strength elsewhere, the shortsword is definitely better.

Say you managed to get 4 points in Dexterity instead of the 4 in Strength (I'll ignore the fact that you're at the stat cap). That's an extra 8 to hit (with Assassination). Using the shortsword, with Focused Attack against a sleeping foe, you'd average I think hitting by 88, for 335 damage sides. With the dagger it would be 96, for 342 damage sides. So I think the dagger might just win in that analysis. Of course in practice you couldn't turn those four points of Strength into Dexterity, and I guess the shortsword is slightly better.
