I pumped smithing to 13 right off the bat and only took Charge and Jeweller (free) at the beginning of the game, saving up for Enchantment before my first Forge. Elbereth followed, and now I'm working my way up to Sprinting.

Going without Elbereth on the first couple of floors actually isn't that bad due to the profusion of wolves, who don't care about it anyways. I find that I use Stealth mode a lot more often now, in the absence of being able to type 's' 'a' all the time :)

Still, this is the most fun way to play Sil for me, IMO! Vanish is super useful. Listen is not quite as useful as I'd hoped, but still great.

I think Assassination is worthwhile. Certainly ewan did some pretty stupid things with it and Subtlety. You're right that it won't stack with Charge -- but Charge wants a big (many dice) weapon in any case for maximal effect. With a nice shortsword like you have here, Assassination is very powerful. One thing to note is at that point, every point in Dex increases your to-hit by 2.

The artefact rags are those of Dungalef: this was the name Felagund used when disguising himself and others as Orcs and trying to bluff his way past Sauron (in the Lay of Leithian).
