Glad to provide it, although I should have written, "IF ticked-off status triggers, then…" In other words, even normal characters won't see a constant stream of just psycho-spears from Oberon when they cast at him. BUT they will see more than if they were zapping wands (I suppose - not sure), moving, buffing themselves, etc. And characters with Subtle Casting will see less-than-that-more.

Regarding the badly worded description, that's a pitfall of unofficial and amateur work, I'd say - while it can have a lot to bring, it can be a little dashed-off sometimes.
So you ride yourselves over the fields and you make all your animal deals and your wise men don't know how it feels to be thick as a brick.

      * When you zap/shoot a monster, they will reach straight for their most dangerous ranged responses. This is true even if you don't have Peerless/Subtle, and when it triggers, it works the same for everyone.
      * If you have these abilities, "will reach" is replaced with just "have a chance to reach".
Actually it is slightly more complicated. Each hit adds 1 to a monster's "anger counter" (or has a chance to, with the talents). If it is anywhere above 0, the monster will reach straight for its most dangerous spells. In addition, for each point above 0, its chance to cast a spell or breathe instead of moving or melee attacking is increased. When it finally does cast a spell, the count resets to 0.

This means that, for example, an archer with many shots per round and without peerless sniper will be far more likely than it appears to get blasted by a monster with "only" 10 or 20% spellcasting chance.

Whoaaaaa. That is a LOT better than what I thought it was (2/3 chance of full damage).

Note that some of these have been changed in Composband/FrogComPosBand, and even changed differently in the two. Also, where's Fell Sorcery in this most recently cited list? (Fell Sorcery is one of the ones that's changed, in fact.)
That is info from an old version of Chengband, I think. Earthquakes still work similarly, but against breath attacks the reduction has been (10 + 1d10)% for a while.

"PEERLESS SNIPER very very good on archer types. Monsters get "ticked off" when you damage them at range and that makes them forget their less-powerful abilities, making them much more dangerous. Less important for the final fight, more important for the late farming stage."
be careful with old comments in Poscheng and it's ilk. The "ticked-off" mechanic has changed since the original version (though I think this one hasn't changed in a long time). It's even less likely to be current if you're playing CPB or FCPB which are in active development.
