Im just a level 25 Ninja, went down to level 15 stronghold, started 'hit and walk back into darkness' on meng huo, then he summones:
-lady huo thing
-dalai donzhu
-meng yuo
-variant maintainer

Is this normal or just added in 7.0.0?

Summon unique is new it seems, and he doesn't summon just one...

Probably new as of 7.0.0 with Chris making things a bit more interesting
