Can't cast genocide with the Scale Mail of Julian

I just found the above armor and discovered that it can be used to cast ganocide. Great! I no longer need to carry the genocide scrolls. But it doesn't work....

This is in Zangband 2.74c. Is there any way to fix this? See attachment below on what's happening.
