Underdark - band

I'm playing Incursion ATM.
I like the D&D 3.5 rules (although personally I'd conflate skills and feats into one category, named perks). Would it be doable?

Incursion, drat it, is not moddable.

Anyone knows an easy to mod engine which would allow me to achieve my goals reasonably quickly (within 4 months)?
