I found a sling with +4 movement speed and I see that I'm moving around at about +40 movement speed (I have +1 speed from a elven cloak so I would otherwise move at normal speed). Is +4 movement speed supposed to be so fast?

As a ranger this would be quite amazing, yes. Unfortunately my sling is pretty weak (x2, +11). Although I suppose if I brought 400 shots to the fight it could be done?
This +4 movement speed is pretty bonkers. One interesting thing about it is it reduces my turn count (and thus extends all buffs' duration while I'm moving). I'm doing like 1 or 2 game turns per move. It also allows me to wield an aggravating weapon with very good damage and confusion protection.
