Are you talking about Imperial gallon or US liquid gallon?
I assume the latter, so the answer would be: US denizens.

Cure potions affect you 1% for all types, including CLW. So you can no longer buy CLW 40 at a time and guzzle u

I wish you could rest to auto-wait it out if you get to high.
Usually it's only an issue in the early game when I accidentally eat something that sends me over 90.

I also don't like that there's no easy remediation for early-game characters and that's the only time it gets me.

Not even that. The recent change (in the nightlies) causes the % to drop by 1 each turn when you're over 90%.
