Yep, what he said ^. I prefer scrolls if I'm buying, as all of your charges on the staff are gone if it gets stolen or burned up
Beyond that, the weight of the staff doesn't drop as you use charges. The weight of a stack of ?id does drop as you use them up. But for classes that have a hard time with id you need to pretty much use every source you can find. Also, perception can be quite useful if you find it in the dungeon- just use it on everything heavy rather than waiting for pseudo, and kill it when it's empty.
Your all missing the Staff's biggest benefit. It cost less per use (typically) than scrolls, and it's rechargeable.
I thought about mentioning the cost trade-offs, but it's not a significant thing for me, and I think that that kind of micromanaging teaches the wrong things. For me, at least, weight and availability are a lot more important than saving a few gold pieces, and I don't have the mana or the recharge scrolls to burn on recharging perception while small amounts of gold still matter.
