Repeat last command in RL keyset?

I have just picked up the latest 4.x version after a hiatus since 3.3 or so.

Repeat Previous Command used to be the single quote key in roguelike keyset, but now that key seems to have some sort of targeting function.

Can I remap this key? Very hard to update/relearn/unlearn the muscle memory

Also, have item rarities changed a lot? I have played two characters past 1200' and they have both found BoS.

Apparently the default keymap is ^v, which is less than useful IMHO. I was able to remap it to ' as I am accustomed to.
