Well, Westernesse and Power are ego items, so are unaffected by the artifact setting (except when artifacts are turned off, where you will get more high-bonus ego items when the game tries to create artifacts.) So really, you just got a little lucky there. Boots of Wormtongue aren't OK, but not so special as all that. I agree that randarts tend to be overpowered in the endgame (except melee weapons.)
