    Maggot's hounds on DL 1 ?!

Just started a new @ and was surprised to find both Grip and Fang on DL 1. Didn't know that could happen! It made for a tough fight right from the start. Level feeling didn't give much of a warning, either. "...tame and sheltered place...scraps of junk..."

Luckily, I'd scored a short bow and some arrows in town so I could soften them up before they reached my newborn weak @, ?Phase Door and softened them up some more.
“We're more of the love, blood, and rhetoric school. Well, we can do you blood and love without the rhetoric, and we can do you blood and rhetoric without the love, and we can do you all three concurrent or consecutive. But we can't give you love and rhetoric without the blood. Blood is compulsory. They're all blood, you see.”

Any enemy except Sauron and Morgoth are able to appear on any floor if they pass enough out of depth checks. Maggot's Dogs have a really low native depth, so they have a decent chance of appearing on level 1.
I'm trying to think of an analogy, and the best I can come up with is Angband is like fishing for sharks, and Sil is like hunting a bear with a pocket knife and a pair of chopsticks. It's not great. -Nick

Moreover, they usually show up together in 3.5, so if you see one then the other is likely nearby.

No, Fang and Grip aren't generated together. While it makes sense for them too, it's too mean for new players.

Oh, my mistake. Shows what I get for making assumptions!

Though you'd have to update his questions, they should accompany Farmer Maggot in town...

I've seen them show up many times together since 3.5, just like other similar uniques appear together (orcs, trolls). Are you sure it's not coded that way?

Yes. The monsters.txt file has a 'friends' line for monsters that should appear in groups. Grip and Fang don't have that line. Bill, Bert and Tom explicitly mention the other 2 for their entries.

I often see them together, but that's probably because the window in which they tend to appear is tight and, once spawned, they're going to head straight for @. This means that it's quite likely that if you see one, you'll see them both.

Not sure why that chance seems to have increased with 3.5 though...??
