You move when your energy exceeds 100, and your action costs you 100 energy. Assuming you are moving at normal speed (+10 energy per game turn), your move came when you had 100-109 energy, and afterwards you have 0-9 energy. Any monster that has more than 9 energy and is moving at least as fast as you will therefore get the first move after your teleportation. That should be about 90% of normal-speed monsters.
If you're at +10 speed, then you get 20 energy/turn, so your action came when you had 100-119 energy and you have 0-19 left afterwards, thus only 80% of fast monsters would get the first move.Comment

What if you have 100 energy at +10 speed and a +0 speed enemy has 51 speed. You read teleport, spending 100 energy, and in the time it takes you to regenerate to 100 the +0 speed enemy reaches 101.
