Need help with custom race

I'm currently doing a custom race. A Half-Dragon
This is what I have done so far:

Where can I find a list of the racial flags?

Also, is it possible to make a race that can't wear/wield certain things. Like footwear, helmets, axes etc? And is there a guide on how to make custom entry in the history file?

Not just using the edit files, no. You'd want to alter the wield_slot() function in object/obj-util.c.

I can't edit the limits.txt by adding race limit and maximum number of history lines. My original limits.txt looks like this:

Another question has risen. Sometimes when picking a flag it says undocumented flag instead of the trait. In this case AFRAID. Can this be fixed or is it simply that all skills cant be used on a race?

You should make a full dragon race! My variant has them, and I coded that race using the polymorphing code: you start as a newborn dragon and evolve once you reach certain levels of experience (baby dragon, young, mature, ancient, wyrm). Dragons in my variant don't use weapons, but get bite/claw/tail attacks instead. Fun to play...

I allways consider various half-trolls, etc. as a result of some (evil) magical experiments. And normal trolls/orcs too, I doubt if they can breed at all.

Curious: Is it possible to make a race that is easely afraid?

It would need some modifications to the source code. Fortunately such a race already exists in one variant (that would be Snotlings in PosChengband), so maybe you could look there for reference. Be warned though that PosChengband's version of fear is a bit different than Vanilla's.
